I therefore encourage you to request the following report from the Washington Department of Health before engaging in or continuing a relationship with Dr. E. Noll: MASTER CASE NO. M2014-974 LICENSE NO. MD0028718 EX PARTE ORDER OF SUMMARY RESTRICTION This is a public record, you are entitled to a full copy of it, and it documents an investigation into Dr. E. Noll’s practices that should give you much pause. Its findings established her as an “immediate danger” to the public and resulted in the partial suspension of her license, mandatory counseling, and a fine, which (considering the gravity of the unethical/criminal behavior documented) amounts to a slap on the wrist. Please note that it is easy to get distracted by the sexual misconduct documented in this investigation and write it off as the kind of “normalized” psychiatrist/patient “relationship” often portrayed in movies and the like. I personally do not minimize Dr. E. Noll’s sexual misconduct in any such way, but I also see many additional serious legal/ethical breaches (especially with regard to her pharmaceutical practices) that could apply to any patient that might engage her services. Dr. E. Noll broke laws against at least one extremely vulnerable individual. I have no idea why her license has not been permanently yanked, and I suggest you ask yourself the same question.

Dr Noll is empathetic and professional

Dishonest, no attention to detail, not trustworthy. Don't rely on this doctor. She's very rude not to mention she is dishonest in her billing practices.

Dr. Noll is very thorough. She manages medication thoughtfully and asks great questions to understand her patients' needs. She gets down to business.

Excellent psychiatrist- she listens, takes time with her patients, and is great at helping with anxiety and depression, even if you are wildly uncomfortable with it and with talking about it. She has helped me to better understand my own mental health as something worth specific attention & care, increasing my quality of life as a result. Unabashedly would recommend.
